Francis Lawrence said it himself that many of the actors that wanted to play Johanna acted "bitchy", whereas what he was looking for was the anger in Johanna's character. But the movies managed to portray Johanna as a bitch, not angry and resentful. That's one of my biggest disappointments in Mockingjay 1 and 2.
